This PR adds pawn pair features, a new set of features that is indexed by pairs of pawns occupying the same or adjacent files (hence "3-wide"). Because these are a superset of pawn–pawn interactions in threat inputs (including the recently added pawn-pusher inputs), those are removed. HalfKA features remain unchanged.
Pawn-pair features were invented by Jonathan for Pawnocchio, based on his observation that in a net trained on *all* pairs of pawns, the most important pawn pairs were those differing by at most one file.
sscg13 made the necessary changes to the trainer (https://github.com/official-stockfish/nnue-pytorch/pull/502) and initial changes to inference. The slowdown was originally far too large (some 10%); following major optimizations from Jonathan and a bit from me, the slowdown is small enough for a comfortable LTC pass; on my machine I get a 3.5% slowdown overall. I expect there are further "easy" speedups in the new code, so this gap should narrow a bit.

Instead of repeatedly doing the sum HalfKA + threats at the end, it's profitable to simply store one accumulator per side that combines them. This also avoids an extra/load store of an accumulator, and halves the cache footprint of the accumulators.
For full refreshes, we always compute both halfka and threats simultaneously. Any threat full refresh is always a halfka refresh because it occurs when the king crosses the center line, while halfka refreshes are required for ANY king move, so we don't need a separate detection path for threats.
I get about a 2.5% speedup locally with this, but I'd appreciate other ppl's measurements.

## Summary
The venerable small net has been around for quite some time now, and while the big net architecture has substantially advanced with TI, the small net has stayed with plain HalfKA. It therefore presents a few burdens: multiple net architectures to maintain, multiple nets to train, and a whole lot of templates to deal with the variable L1 size.
Locally I measure a slowdown of -2.5% in NPS with this branch – and it's probably more on non-AVX512 architectures – but a pure slowdown of that magnitude would lead to more dramatic losses (even at VVLTC) than exhibited in the above tests, suggesting that the small net's lower eval quality is deleterious.
Bonus: Shawn found this interesting PGN among the VVLTC games: https://lichess.org/study/hvo8jflc/OeTOityv `master` seems to misevaluate the fortress because all positions go to small net (the material difference is larger than the threshold).

The contents of DirtyThreats gets memcpyed twice for each call to do_move.
(Return value optimization doesn't apply to the do_move function itself because
it constructs a std::pair, so it gets copied; and the calls to reset also
require a copy.) This patch inserts the dirty info in place.
Sometimes the caller of do_move ignores the DirtyThreats info, so we pass in
scratch objects. I found that stack-allocating these scratch objects was bad on
Fishtest, so I begrudgingly put them in the Position struct. Both templating
the do_move function on whether dirty threats are needed and putting a
null-check branch for each use of dirty threats were slowdowns locally. Of
course, nothing prevents a future attempt at cleaning this up.

This enables different Stockfish processes that use the same weights to use the
same memory. The approach establishes equivalence by memory content, and is
compatible with NUMA replication. The benefit of sharing is reduced memory usage
and a speedup thanks to improved (inter-process) caching of the network in the
CPUs cache, and thus reduced bandwidth usage to main memory. Even though this
change doesn't benefit a user running a single process, this helps on fishtest
or e.g. for Lichess, when multiple games run concurrently, or multiple
positions are analyzed in parallel.
This concept was probably first introduced in the Monty engine
(https://github.com/official-monty/Monty/pull/62), after a discussion in
https://github.com/official-stockfish/fishtest/issues/2077 on the issue of
memory pressure. Measurements based on Torch
(https://github.com/user-attachments/files/21386224/verbatim.pdf) further
suggested that large gains were possible. Multiple other engines have
adopted this 'verbatim' format as well.
The implementation here adds the flexibility needed for SF, for example, retains
the ability to bundle compressed networks with the binary, to load nets by uci
option, and to distribute the shared nets to the proper NUMA region. This
flexibility comes with a fair amount of complexity in the implementation, such
as OS specific code, and fallback code.
For most users this should be transparent. However, for example, those running
docker containers should ensure the `--ipc` flag is set correctly, and
`--shm-size` is sufficiently large.
The benefits of this patch significantly depend on hardware, with systems with
many cores and a large (O(150MB), the net size) L3 cache benefitting typically
most. On such systems SF speedups (as measured via nps playing games with
large concurrency but just 1 thread) can be 38%, which results in master vs.
patch Elo which gains about 25 Elo.

For each thread persist an accumulator cache for the network, where each
cache contains multiple entries for each of the possible king squares.
When the accumulator needs to be refreshed, the cached entry is used to more
efficiently update the accumulator, instead of rebuilding it from scratch.
This idea, was first described by Luecx (author of Koivisto) and
is commonly referred to as "Finny Tables".
When the accumulator needs to be refreshed, instead of filling it with
biases and adding every piece from scratch, we...

This introduces clang-format to enforce a consistent code style for Stockfish.
Having a documented and consistent style across the code will make contributing easier
for new developers, and will make larger changes to the codebase easier to make.
To facilitate formatting, this PR includes a Makefile target (`make format`) to format the code,
this requires clang-format (version 17 currently) to be installed locally.
Installing clang-format is straightforward on most OS and distros
(e.g. with https://apt.llvm.org/, brew install clang-format, etc), as this is part of quite commonly
used suite of tools and compilers (llvm / clang).
Additionally, a CI action is present that will verify if the code requires formatting,
and comment on the PR as needed. Initially, correct formatting is not required, it will be
done by maintainers as part of the merge or in later commits, but obviously this is encouraged.

A lot of optimizations happend since the NNUE was introduced
and since then some parts of the code were left unused. This
got to the point where asserts were have to be made just to
let people know that modifying something will not have any
effects or may even break everything due to the assumptions
being made. Removing these parts removes those inexisting
"false dependencies". Additionally:
* append_changed_indices now takes the king pos and stateinfo
explicitly, no more misleading pos parameter
* IndexList is removed in favor of a generic ValueList.
Feature transformer just instantiates the type it needs.
* The update cost and refresh requirement is deferred to the
feature set once again, but now doesn't go through the whole
FeatureSet machinery and just calls HalfKP directly.
* accumulator no longer has a singular dimension.
* The PS constants and the PieceSquareIndex array are made local
to the HalfKP feature set because they are specific to it and
DO differ for other feature sets.

This patch was inspired by c065abd which updates the accumulator,
if possible, based on the accumulator of two plies back if
the accumulator of the preceding ply is not available.
With this patch we look back even further in the position history
in an attempt to reduce the number of complete recomputations.
When we find a usable accumulator for the position N plies back,
we also update the accumulator of the position N-1 plies back
because that accumulator is most likely to be helpful later
when evaluating positions in sibling branches.
By not updating all intermediate accumulators immediately,
we avoid doing too much work that is not certain to be useful.
Overall, roughly 2-3% speedup.
This patch makes the code more specific to the net architecture,
changing input features of the net will require additional changes
to the incremental update code as discussed in the PR #3193 and #3191.

This fixes#3108 and removes some NNUE code that is currently not used.
At the moment, do_null_move() copies the accumulator from the previous
state into the new state, which is correct. It then clears the "computed_score"
flag because the side to move has changed, and with the other side to move
NNUE will return a completely different evaluation (normally with changed
sign but also with different NNUE-internal tempo bonus).
The problem is that do_null_move() clears the wrong flag. It clears the
computed_score flag of the old state, not of the new state. It turns out
that this almost never affects the search. For example, fixing it does not
change the current bench (but it does change the previous bench). This is
because the search code usually avoids calling evaluate() after a null move.
This PR corrects do_null_move() by removing the computed_score flag altogether.
The flag is not needed because nnue_evaluate() is never called twice on a position.
This PR also removes some unnecessary {}s and inserts a few blank lines
in the modified NNUE files in line with SF coding style.

This patch ports the efficiently updatable neural network (NNUE) evaluation to Stockfish.
Both the NNUE and the classical evaluations are available, and can be used to
assign a value to a position that is later used in alpha-beta (PVS) search to find the
best move. The classical evaluation computes this value as a function of various chess
concepts, handcrafted by experts, tested and tuned using fishtest. The NNUE evaluation
computes this value with a neural network based on basic inputs. The network is optimized
and trained on the evalutions of millions of positions at moderate search depth.
The NNUE evaluation was first introduced in shogi, and ported to Stockfish afterward.
It can be evaluated efficiently on CPUs, and exploits the fact that only parts
of the neural network need to be updated after a typical chess move.
[The nodchip repository](https://github.com/nodchip/Stockfish) provides additional
tools to train and develop the NNUE networks.
This patch is the result of contributions of various authors, from various communities,
including: nodchip, ynasu87, yaneurao (initial port and NNUE authors), domschl, FireFather,
rqs, xXH4CKST3RXx, tttak, zz4032, joergoster, mstembera, nguyenpham, erbsenzaehler,
dorzechowski, and vondele.
This new evaluation needed various changes to fishtest and the corresponding infrastructure,
for which tomtor, ppigazzini, noobpwnftw, daylen, and vondele are gratefully acknowledged.
The first networks have been provided by gekkehenker and sergiovieri, with the latter
net (nn-97f742aaefcd.nnue) being the current default.
The evaluation function can be selected at run time with the `Use NNUE` (true/false) UCI option,
provided the `EvalFile` option points the the network file (depending on the GUI, with full path).
The performance of the NNUE evaluation relative to the classical evaluation depends somewhat on
the hardware, and is expected to improve quickly, but is currently on > 80 Elo on fishtest:
